When this was suggested before, I raised the concern of people making
animal inspect bots.
But going with "why do people feel like they need to bot this stuff" it's probably best summarized by this post:

One possible solution would be to increase base qualities across the board and limit maximum quality to being twice the base quality. Something along the lines of baseline q100 bears and maximum of q200 bears, with nodes for q200 bears reasonably common.
