Improve water wheel placement feedback.

I genuinely have no idea what i'm doing wrong, my ground is flat, and paved and yet I can't place this thing anywhere at all to start building it. I just get the wrong terrain message but the terrain is literally pavement and water. No amount of shuffling/rotating etc will let me put down the building sign.

The feedback on this building sucks.

EDIT: Apparantly it has to specifically be on a river and not a lake. Nothing in game says this, it just say it must be submerged in water, apparantly I never tried to build one on a lake until now. This is genuinely awful UX/Feedback.

Appears this is the first time this person has ever heard of a watermill and how it functions. Crazy.

It makes sense for sure, but it would be nice if the game actually gave feedback on that.

A true jorby implementation should be to let you build it.

Then the milling machines can be built and filled but just don't work, still no feedback about user error though :twisted:

I ran into a few vague error messages recently, especially with trying to do stuff on frozen ground. Sometimes it has a specific message for "you can't do that on frozen ground", like planting, but other tasks give generic feedback. Maybe we need a grand list of confusing red text

I do think placing the watermill should be a bit more intuitive, right now having to just fiddle until you find the right placement is annoying. I think they should have a bit of stickiness to the river when you're trying to place them.

Good to know.
I do know you can put them on underground rivers though, which is super easy since there's no terrain elevation there.
