Because a costume slot could theoretically override any piece of clothing, including metal helmets. The idea here is to limit how much you can obscure your actual set up. If you're wearing armor, you're wearing armor.
If you're wearing a pilgrims hat (Cowboy/Sherlock Hat/Whatever) You're not. However, if the limitation could stand, grand!
