Personally, I'd like to see all animals affected by terrain effects. It's still so strange to see boar and bear running top speed through shallow water. Not that they should be slowed as much as hearthlings but the jesus-moves are certainly hilarious.

If it doesn't already, I think the horse should have its own stamina and hunger.

Maybe a limiter on tamed horses is that the 'pony power' mechanic still exists, and if you ride them to zero you ride your horse to dead (actually rather realistic.)
It could regen pretty slowly for tamed horses (24 hours for 100% fill charge? Faster for higher quality horses?)

Another good limiter on 'raiding' bands of horsemen is to allow archers to shoot horse, and since they are a pretty big hitbox (maybe make them a bit bigger? They are currently the size of a small pony, and not a true horse or war horse) it'd be relatively easy to hit/aim at them. You could also have it that when someones mount is killed, they crash to the ground and take a decent chunk of damage (I'd think 80 SHP, and 20 HHP in the form of a broken leg or some such would make sense.)

This way tamed horse are really risk/reward, and more useful for say... carts, wagons and scouting.

How much they should be slowed should vary by animal, strong bipedal swimmers easily outpace most quadrapeds.
