Going a bit far away here, but for those that enjoy the "0.05 second chop", some sort of sneak or surprise attack mechanic could be implemented. If you engage normally, the "cooldown" (or whatever solution to insta-attacks) would be used and no one would 0.05 second chop

But if the person manages to "sneak" on the other character, they could initiate combat without said limitation.
It could be somewhat based around Stealth, giving it a proper usefulness *hint hint*
