Yeah, because armor is going to help when your enemy has way better stats, way better gear and a lot more PvP experience. (Usually strength in numbers, too, because they really don't want to run the risk of random ganking targets actually fighting back.)

If someone in combat gear appears on your screen and tells you to stop running or they'll KO you, anyone with half a brain starts running immediately as they're probably still going to KO you if you stay still.

I'm not quite convinced making griefing newbies more convenient will lead to a decrease in griefing.
