I think most people actually wanted FEP's to be like that. When I've been learning about FEP's my first assumption was it worked like you described and was bamboozled because of "random" stat gain.
Also whats about FEP overfill? Don't you think we should have some kind of return after filling FEP bar? Ie. imagine that after eating fine cheese I get to 300/100 int. I propose in this situation to remove 100 from 300 and give 1 int to player. Then from the remaining 300 remove half so you'd be left at 100/101 int, which means you won't get another int. I've brought this subject up because I don't really see the purpose of +2 FEP bars, my idea could be an "equivalent" for getting multiple gains from one food.
