I agree, the ability to pursue should be removed entirely. Without it, the skill ceiling will be way higher, which will be better for the game.
Noobs, and people with bad ping or poor coordination can also participate. We can have them wear shields and run around as a distraction during fights, which helps take the heat off the pvpers. With this change, everyone will have something to do, and will be equally important.

Early world exploit: Put your hearthfire inside a cave, then hold shift to position a claim right in front of a cave. After 8 hours the claim will be unbreakable. Since your hearthfire is inside the cave, you can still get back inside, and leave, but nobody will be able to enter, effectively making you unraidable for the first 3-7 days. Enjoy
