Not sure about rework or removal of current crime debuff, for me they seems like a small but fair price to pay for a crime

If the only thing that is concerning you is a "weekly update announcement" then worry not, they're never regular, and announced only 5 minutes before restart, that time is not enough to use intentionally.

Letting people logout while outlawed wouldn't rly be a big deal ever. It's just annoying to have to port home when you need to take a fat shit/answer the door, or when you have to stay up 5hrs past your bed time when the server crashes.

I'm sure hermits will find some weird outlandish scenario in which it's gonna be game breaking or w/e, but back in reality there is no downside. We already had it in legacy and it was not a problem? I don't understand why it was changed, tbh.

The game is already very criminal friendly, so if they got no counterpart, at least even minor as they are right now.
If it was me any kind of fast travel would be unable until your criminal scents are done, devs are too kind allowing easy criminal gangs with no retaliation.

No, my stance is your gameplay is to annoy other players, or erase their progression, pay the bill to be possibly erased.
Actually, the criminal just teleport 20min after his crime, and no one will take the time to break the walls where he is hiding.

The actual mindset of criminals is "I wanna kill & steal people but I don't wanna pay the price", "Fuck the Nidbane", "Fuck the Online timer"

Outlaw doesn't do anything that the old summon system didn't besides massive annoyance on dc/wanting to go afk outside.

No difference in risk from the outlaw system excluding cases of server crashes/internet going out (not good reasons to perma-die)
