The real fix would be to disable autoswitching when tool is optional or currently equipped tool can do the job.
This suggestion is less of a fix and more "let's make high q pickaxes and cleavers pointless" thing.

My preference would be best attribute from each tool in all cases, so whatever tool has highest mining strength (which sometimes isn't a pick), but also pickaxes have a faster mining speed than stone axes, which is something miners complain about a lot. If you smack a very soft node on layer 1 with 10,000 strength and a stone axe doing 100%/swing, you still mine slower than somebody with a pickaxe doing 50% per swing. It makes mining quality ore painfully slow, especially if your strength is low and you're doing like 4% with the stone axe.

You would still care A LOT about highQ pick for mining strength because lowerQ picks have better strength than higherQ axes. Kinda true for butcher's cleavers??? But nobody tryhards butcher cleavers anyway, they're just for quickly butchering trash animals and the stone axe is king elsewhere.

I mean, I've already expressed my argument, removal of equipment decisions so everything can be comfy all the time and no one is ever slightly inconvenienced is stupid and arguably against the spirit of the game. Belts should be smarter about switching, but this idea is Not Good.
