You can already change the system by taking over their kingdom or making your own kingdom so you get to be the guy who bans.

They founded a kingdom, not a kingdom chat.
Let's allow the king to enter any house, open the front yard without keys—it's their kingdom, after all. And take whatever they want—it's their kingdom, after all.
That's not how it works.

You are the owner of the chat when you create a kingdom.
The kingdom doesn't owe you freedom of speech. You'd be better off advocating for an unmoderated world or continent chatroom.

Don't force your non monarchist views down other peoples throats.
There have been free democratic societies in Haven and you are also welcome to create one.

Leaving kingdoms the power to silence peasants is great for emergent gameplay and its been one of the few ways we can get people interested in kingdom warfare.
We need more endgame conflict not less.

Also, what's up with these statements about Jorb and his plans for kingdom/world chat?
Can I get some fact checking, since OP is incapable of posting a link to the source? :?

This is a possible option. I'm not suggesting it for the simple reason that Jorb is already planning to do it. I wrote about this at the very beginning. Until a new, updated chat is available, here's a suggestion.
How does the kingdom owner own the chat? Does he maintain an army of carrier pigeons that deliver messages to players? For creating a kingdom, he gains experience from all residents.

He also doesn't do anything to ban people from chat—does he spend experience points or magicka on it? What game mechanics explain this? He simply presses a button—it's not a game mechanic, but a developer feature.
Also, banning chat in no way forces people to fight anymore. They simply switch to private messages or third-party communication.

Want to silence someone? Grab your swords and saddle your horses. This will increase the number of conflicts when the king maintains his authority, the rules of the kingdom, and so on through communication, punitive raids, diplomacy, trade, and trade sanctions, rather than by clicking a mouse button.

I don't think it was Westa.
And what does this have to do with the chat ban feature?

I don't care about my chat ban. It's impossible to influence me that way. I've been playing the same way, and I continue to play. I still communicate with everyone I've chatted with. If I need to write something in chat, I can easily do it with a different character.

But this feature is bad and is detrimental to the game. That's why I suggested disabling it.

see i think you have this backwards. the rulers, (your masters) should be able to talk and whatever freely in kingdom, and small peons (like you) should have to spend xp per letter for the privilege. xp goes to the rulers.
