see i think you have this backwards. the rulers, (your masters) should be able to talk and whatever freely in kingdom, and small peons (like you) should have to spend xp per letter for the privilege. xp goes to the rulers.

In fact, if you want to interact directly with the chat, can propose many things. For example, the same chat ban function, but for 5-10k magic points. Click "Use Silence Magic," enter the player's name, and they can't write to the royal chat. For 24 hours, for example.
