Really, I know they have all this crap that only makes killing tedious.
but nidbanes; only used by factions.
if a noob send it. has no effect. might as well have sent a rabbit.

But ok.
lets keep the logging out feature since that's so fun fun and cool.

So what exactly are you trying to advocate here? Removal of the logout or keeping the logout?

I don't quite understand what you want.

IMO if your open world permadeath PvP game gets to a level where grinding for a duration of time lets you kill noobs without them being able to get revenge, then you don't fix that by adding artificial punishments for the killer like outlaw debuff or nidbanes, you fix that by changing how your grinding/stats/resources/power systems work.

0: not killer
1: is killer

Never said scoring.
all players with 0 rating can sense players 1.5x the current radar.
when new players is seen, check players moral.
if results is 1: is killer.
Then display msg "Run bitch run"

Given that we would have a manouver called 'flee' that would make us really fast (twice sprint) for long enough to escape - with the downside of the inventory contents, study and gear being dropped along the rows of burning footprints - I would be OK with nerfing ways to escape ganks. As it is (being ganked = sudden demise guaranteed)... not.

1: is killer

In a game like this you don't have to be a scumbag to be a killer. What if I came to your base and pestered you, dug your soil, etc. on an alt? You wouldn't want to kill him in fear of becoming a "1" in that system. Just bad.

I want logout removed. it's not a fun feature. death is also not a fun feature, but it's the point of HnH.
that's why peaceful still should have the ability to run.
Killers should not. so you can still gank a killer. what ideally you all wont for faction wars.

a log out of 2-5min's.
With all this I'd be 100% for.
