Players waste tons of money on aesthetic items, on lots of games. I've met people who spent hundreds of Euro on League of Legend's skins, or mounts and pets on World of Warcraft. Heck, people even paid to get a gender change or pink hair on most MMO...
Haven is cheap to buy again, and you could still use the other account for alts or bots. Or give it to a friend.
Even on Rust people used to buy multiple accounts to get the right skin color, even if it wasn't as cheap as Haven. And that's a Steam game, forcing you to make a new account and switch to it when you wanted to play Rust, while all your other games where on your original account...
That being said, we're getting further away with the main topic.
New skin tones are ok, but considering how racism on Haven is not kept in check in any way, I believe it would just bring more problems than benefits. I'm sure some asshole would make a gang hunting down black characters...
