This has nothing to do with kingdom management. I'm happy with the kingdom I live in. Someone just has the ability to ban chat at will. This isn't chat moderation, this isn't kingdom management, this isn't a game mechanic. Perhaps it was designed for this purpose, but they're using it for something completely different. It doesn't work and only harms the game.
Advice along the lines of "if you don't like it, go destroy the royal castle" has already been mentioned above.
If you don't like the price of potatoes - go kill the president.
If you don't like domestically produced cars - go kill the president.
If a pothole in the road isn't fixed quickly - go kill the president.
If there aren't enough curling competitions in your city - go kill the president.
That's how solve all problems.

I don't care about my chat ban. It's impossible to influence me that way. I've been playing the same way, and I continue to play. I still communicate with everyone I've chatted with. If I need to write something in chat, I can easily do it with a different character.
But this feature is bad and is detrimental to the game. That's why I suggested disabling it.
