How does the kingdom owner own the chat? Does he maintain an army of carrier pigeons that deliver messages to players? For creating a kingdom, he gains experience from all residents.
He also doesn't do anything to ban people from chat—does he spend experience points or magicka on it? What game mechanics explain this? He simply presses a button—it's not a game mechanic, but a developer feature.
Also, banning chat in no way forces people to fight anymore. They simply switch to private messages or third-party communication.
Want to silence someone? Grab your swords and saddle your horses. This will increase the number of conflicts when the king maintains his authority, the rules of the kingdom, and so on through communication, punitive raids, diplomacy, trade, and trade sanctions, rather than by clicking a mouse button.

The justification for your or anyone elses ban is up to the kingdom owners. If you find the reasons unjust maybe you should accept that they wish to roleplay as an evil kingdom.
Its difficult to play the evil role in these games but it does add so much to the gameplay and band people together against this perceived evil force.
I can't tell you how much fun I've had trash talking this evil kingdom during random noob interactions. The common citizen knows the owners of this kingdom are capricious scum and it creates a unique connection between regular good people.
Maybe next world we can work together and fight against this evil entity using in game mechanics.
