And again, what you said works both ways: if you don't like to be banned - use private messaging, village chat, local chat, party chat or other kingdom. In spite of other kingdoms, you can even "help" good kingdom to take lands you live on, so that you have "proper" kingdom chat on your base.
There seems to be a narrow corridor by which your logic works: when convenient it refers to MMO, where you can actually be banned in global chats by moderators if violate certain rules, but at the same time banning is bad, and mute should be used. Like "the air is free", chat window space on my screen should belong to you, unless I don't like that and should take an action to mute you.

The main thing is "for breaking certain rules." A system where punishments are issued based on numerous complaints also exists. But it's not the same as if a random player has this opportunity and there are no rules.
If you've read, I wrote about this too—people still play like that. They continue to communicate via private messages, through other characters, and on Discord. But activity in the game chat and communication decreases, especially among new players. This is bad for the game. People don't communicate in the "general" chat, and it feels like there are very few people in the game. New connections aren't made that could develop into a cooperative game, a new village, or even a kingdom. People get bored with the game faster—it's one thing to chat about this and that or read what's written in the chat while chopping down trees, but quite another to have silence and a monotonous routine.
A newbie comes in, asks questions, and gets banned. He doesn't have any friends like me or anyone to chat with in private messages, and he doesn't know the game's Discord channels—he just popped in to see what the game was like. And then he gets banned or silenced—he goes to another game.
I didn't understand the last paragraph. If someone annoys you, just type "mute" followed by their name and that's it. No problem. It only takes a few seconds. And everyone decides for themselves whether to read and respond or mute. It's not some random person deciding based on their own preferences that this person won't communicate with anyone—get banned.
