You're confusing the problem with the consequence. Banning someone from chat is a consequence of the fact that such a feature exists in the game and how it's implemented. The problem is the chat ban feature and its implementation.
I'll explain with an example of a bug where players could sneak through gates on sleds without receiving the guest buff and used it to raid.
A player reported this bug and said it needed to be fixed, but you're like: "Just level up your character better so you can beat them up," "You should have installed double gates with a floodgate," "You just didn't like being raided, so you're complaining," "Write the name of your village so it's added to the list of crying villages that can't be raided using the bug"
