How about both? You need the string to tie down the fletching (having actually fletched arrows, you need more than you'd suspect)
Agreed I've also fletched and am working on a long bow right now. There should also be a new loot item with animals. Sinew. To make string, have to boil/soak it it and prepare it. Then you can twine it into whatever size of fiber you want.

Could change the bow creation system too. Where you make the bow and bow string separate and you can change out the string (like the fishing rod), so if you can get better quality bow string because your survival is high but not your carpentry it gives you a way to bring up your overall bow quality when you don't have a high carpentry.
