Landscaping tweak

What does landscaping fail at....
The ability to landscape NEAR shores but not below the water level? Because 2-4 tiles away from water shouldnt be forced to stay the same.

+1 and jorb might draw you penis art. (it already exists we can just say he drew it for you)

Not sure I understand the complaint. You want to be able to terraform closer to the waterline? You can terraform pretty close as is.

Are we talking about the inability to terraform sand fully perhaps?

There is a range beside water tiles, that is untouchable for terraforming.

All you would need to do is limit it so it cant be lower than the water beside it.
