Well, to recap the discussion from when they were removed, it was in part because it removed stealth completely as a game mechanic (to an extent that seemed more than excessive) and also because they made it necessary to cover a village in one large pclaim, in order to get the intrusion notifications.
With regards to bringing them back, therefore, I'm not entirely sure what the reasonable way to go about it would be. If the discussion were limited to pclaims, I think the reasonable thing would be to notify the claim owner if a crime clue were left on the claim that the owner could actually see. That would cause the intruder to be more careful with how many clues he leaves, to minimize the risk of notifying the owner, which seems like a positive thing.
However, it is more murky when it comes to vclaims. It seems that, to make the situation symmetric to the extent that might be required to remove the incentive to cover a village with one large pclaim, the system would need to check if any village member could see the clue of a crime being committed, but that doesn't seem particularly performance-friendly, and I'm also slightly worried about it causing an incentive to enter a thousand alts into a village just to increase the chances of being notified.
