It's perfect time if you have two people on rotation. Even if you just have your own self doing it, it's not impossible to manage. The day steel becomes something the average person can (easily) make is the day the game dies.

The requirements should be based on effort as opposed to bizarre time requirements though. Everyone should have equal opportunity to make steel despite their sleep schedule/work schedule. There's other ways to make it difficult to craft.
