Hunting animals in this game isn't fun. There are so many problems and errors that it includes.
Please return to the old legacy system.

make bears able to swim, allow animals to jump off cliffs and have some way to get over them, make animals constantly try to throw moves (The same way we queue something, possibly) and increase the rate at which they attempt to pathfind.

There isn't much thought behind it either here nor in Legacy. It seems odd to speak of a system, even.

That will hopefully change.
