Specifically because of the high skill cap is why dual-wielding did not see much use in actual combat besides for the shock and awe factor when that one guy finally gets it right.
Not everyone can be that one guy. It's not something a rank and file soldier would ever learn, or be taught simply because of how much longer it would take to teach and master compared to good ol' sword and board.
Personally my only experience with using dual wielding is the use of two tonfas, and even after a year, my non-dominant arm could probably take a swing after three to five strikes from my dominant one, otherwise it just stays still and is used to block things.
If dual wielding is ever implemented, I'd like for it to use companion weapons instead of actual weapons, like say, a sword breaker.
