Just to make clear why I think that actual solution is bad. Basically side effect of making claims have no effect during first 8 hours makes all new players completely defenseless. And to say more, it only makes them defenseless if they decide to not use any alts and play only on their main character (which I stupid shouldn't have made).
So, in my opinion better solution would be making first personal claim have lowered soak-value for 8 hours, so that it's destroyable with any better pickaxe and some strength, after that time soak value of claim should return to normal.
Any next claim should have 8 hours period during which it wouldn't have any effects on the claimed terrain (and would have lowered soak value for 8 hours).
It would not hurt new players, because they usually build their bases on first personal claims, so no one would be capable of griefing them by building their own personal claim there.
Any better players who get griefed like that should already have enough strength or better quality of pickaxe so they would be able of dealing with the problem in first 8 hours.
