Ability to memorize someone just by seeing their character

There have been a few situations where I've come across someone but can not memorize them because of their distance or a wall blocking the path to them, it would be nice to be able to memorize them without having to get so close, as long as we can see them we should be able to "memorize" them, but perhaps not kin them unless we are close enough.
