Tamed horses + wagon

I guess firstly can a tamed horse be hooked to a wagon to pull it?

If not, I suggest that they should be able to be hooked to a wagon much like cows are, this would allow for underground wagons :D

Which brings up the question of if these should exist.

You can pull a cart with wild and tamed horses as it stands right now. Just ride and pickup the cart.
