empty compost bins

now that we can empty many containers, can we get that expanded to compost bins? possibly combining the compost bins or using a shovel on one (maybe use the dig command on a bin)

if not, can they act like tar kilns instead? once full, they take a few days to turn to mulch. then you can't add more until all the mulch is removed
that way they don't need an 'empty' option

Is it possible to not have something that slows the game down even further than it feels like (especially early on), that's just my opinion. But I do agree that finding a way to empty compost bins prematurely would be a good idea.
