Paving with boards

An idea - paving with boards, similar to a boardwalk. Bonus points for piers over water.

I could see building a pier/dock (a place to store boats?) but not being able to pave over water tiles. I could see someone building cancerous bridges everywhere then sticking a palisade on it to block all maritime traffic.

I'm mainly suggesting this as a land paving material, the pier/dock is gravy and dives into the 'bridge' category a little too close

Maybe allow building wooden pier only over shallow water then? include it as a building and require metal for pier version.
