allow torch lit from any light source

As of now, you got to rub 2 sticks or have an existing fire going.

please make it so you can light a torch from any fire source(IE kiln, smelter, oven etc) I can kinda understand no for smelter and tar kiln as it really isn't supposed to be an open fire so to speak
