this is what I was thinking of too, it's the most reasonable method to fix this issue in my opinion and strongly hope that J&L consider it

Apply this to localized resources as well, but within 100 tiles and make it a 4 hour window. Setting up a claim next to a localized resource should involve some risk of loss.

Also make an exception for players who are kin with one another: If 3 people get together and say "Lets build our claims closer to one another" they should be allowed to do so without penalty. However an 8 hour safety window should still exist so that if one of the group of kin betrays the other or leaves the group or made a mistake in placement, members who are within the group can still destroy the other claim as if it was unactivated. (soak is treated as zero and permissions are inactive for 8 hours but only among kin, or if a claim had belonged to ex-kin within 8 hours)
