Sounds totally nonsense, another pointless limitation that makes game harder with no reason.
I'd say, it could make sense if there will be a baseline quality for each level that will form quality tiers, with slow quality difference 20 to 50% from baseline depending on spot.
At least it will remove total quality randomness, there will be no need for hundreds of hours for prospecting good spots.
