tedium suggestion: quality minimum on stockpiles

it would make it easier to filter out low quality things we don't want if we could right click a stockpile and set a quality minimum on it, so anything less than the minimum gets rejected/ignored/left out. even better if it pukes out everything below the minimum when you adjust it
