Yet another take on balancing PvP

We can all agree that people who wants to do pvp are much ahead of everyone else. What if we gave them option to be even more powerfull ?
Credo like questline, or just credo quests for people who wants to do pvp so they can be even more op, but on the other hand they can't kill people below their pvp credo level. Or idk it will scale you have full credo you can kill people having 50% but not 20% or 0%.

Everyone happy, besides trolls killing spruces.

yeh noneck is a sprucecap with connections to the misa pedophile ring, but a sprucecap nonetheless

Alright, I’ll just say it: killing Sprucecaps is bad. There, I said it.

Regarding your concrete suggestion, I think your idea would overly limit PvP. There’s no reliable way to distinguish between a genuine Sprucecap and an alt account. To make it work, you'd have to restrict general crimes as well—and even then, there are plenty of ways to mess with people that don’t technically count as crimes. Also even if your solution is implemented you can just maintain a low Credo level Character that then still can kill noobs with impunity or you dont allow people without the credo or low level to kill in general, which just makes that credo mandatory for anyone who doesn't want to regularly have to remove the Windmill of tolerance, paved with coal on or near their property.
Why shouldn't I have the right/ability to kill that Character? I don’t see how your suggestion effectively addresses these longstanding concerns. None of the proposals so far have been convincing enough to solve the problem. I would if I was you try to adress those objections. Just look at that horrible "Holmgang" Thread to find a few, or the "Developers Thoughts on PVP" Thread.
Could be that due to poor reading comprehension on my part I actually didnt get how you adressed these things, or I misunderstood something, but if not you should flesh out your idea more.

Im not saying that my solution is perfect im saying lets change system where people interested in pvp can basicly oneshot people not interested in pvp.
Im saying give them way to enjoy pvp more, give spruces more protection and hopefully people interested in bothering spruces will stop or find new ways.
You do pvp credo you own people who didnt on meteorite fights itp, but still if you oneshot guy who didnt even started a credo he's teleported home or something.

I know, but thats getting boring - few factions playing game totally different then rest of the world, population going from 1500 -> 900 in 2 months. Bring more players, add some life to the game, do something. Let ppl steal gear when they KO you, but not kill on one hit as it often is.
