Yeah, I've been saying this over and over and over for years. Civilization level should make a comeback, absolutely. It's clearly already tracked at least in some capacity because there's that little ditty that only plays like every 30 seconds when you're at home.
If a high Civilization level makes a region worse for hunting, I can see a problem with new players settling there and getting evicted, all the while having no idea why.
Allegedly, new players were sometimes hunted like pests back in Legacy, but this was due to stuff like "well-thought-out-mechanic-TM" like "fishing in a spot with high quality mussels will damage the mussel node." (Silly thing is that this kind of makes IRL sense, mussel larvae have a stage in their lifecycle where they live as non-damaging parasites in fish gills.) More mundane concerns included newbs chopping down forests alongside rivers, which were prime hunting grounds because almost all hunting was done wit ha boat(?)
