Make it so that kingdoms without buffs get 0% exp. And for each buff point, the kingdom gets some percentage of exp from the people who live in it. There are currently at least 2 kingdoms on the central continent whose leaders simply get exp and do not turn on buffs, although they can.

Go further than that. Have kingdoms gain authority based on the the authority of the claims within it and give the claim owners the ability to set their loayalty to the kingdom. Disloyalty would be visible to everyone (some shit is just obivous). Loyal claims give extra authority to the kingdom. Disloyal ones DRAIN authority. If the kingdom wants to keep the peasants in line they should work for it. No more free xp.

Spamming claims and maintaining them with bots would be too easy imho.

But Jorbtar should definitely embrace the fact that Realms are being used as EXP bank/coffer by the top players, and force them to provide some benefits in exchange., Taxation efficiency should start at 0% and be raised exclusively, or almost exclusively, by adding buffs to the realm. Potential extra elegant solution would be to tie this to buffs being utilized in some way, to prevent Realm owner from choosing all the worst buffs out of spite. But this enters quite a convoluted territory.

Whats the difference to now though? You can bot your own kingdom experience with alts no? Let them bot. At what point will botting an army of alt claims will be less work/enjoyment to offset the real inhabitants of the kingdom that are disloyal? My sugestion opens up needing to be loved or at least feared by your citizens, natural interactions will result and it will in most cases fix the no buffs system in an organic way. A beloved but poor kingdom can go interact with their citizens and explain they are poor and lacking in irminsouls and shit and still get high loyalty and authority while a huge faceless kingdom may not get the benefit of the doubt and breed disloyalty.

Kingdoms need some serious revision.
At the moment it's just a source of free exp, which looks extremely strange. After all, all other resources in the game are limited and require effort to obtain.
Obviously, the kingdom is made up of subjects and it is the subjects of the kingdom that should benefit. If a person does not consider himself a member of the kingdom and is not a member, then he should not influence the kingdom.

What if the kingdom is unfriendly and wants to get exp from non kingdom members by imposing their will on them. Why not they build a royal statue but instead of buff they choose a -10% debuff to the lp received by non kingdom members.
In this case the developers will finally realise that there are people who want to drown the game in shit and it's not the game that needs to be drowned but these people.
