Balance ochre and black ore presence

Currently, the presence of iron ochre on L4 and black ore on L6 are nonsensically rare and/or imbalanced.

I mined across multiple local maps 1-1.5 minimaps apart and there was none. I understand that those are gatekeepers to lower levels, but they should not be blockers of this scale.

Same with bloodstone, it's either too much on your map chunk or you won't find any for weeks.
Brings crazy inequity being crucial for progressing.
