I like vatas's lasso idea, rope is material and shouldn't be a tool, but stockpile for it shouldn't be removed too. This ultimately solves the belt-building issue with ropes too.
The author's problem is that, due to the effects of drugs—a floating screen—he can't hit the animal tethering post with a rope. Banning rope storage because of this is excessive.
The solution is simple:
1) Don't use drugs.
2) Don't ride (a horse) while intoxicated (including when intoxicated).
3) Build a small stall with a gate where you can safely leave your horse untied or even without closing the gate.
Regarding people with mobility issues, the problem of gameplay comfort is easier to solve with devices specifically designed for them than with gameplay. Surely you wouldn't add headshot auto-aim to Counter-Strike because there are a group of people who have difficulty aiming?
And in Haven, the entire "punishment" consists of the rope turning into a storable item, and all you have to do is right-click again to turn it back into rope.
I also like the idea of automatically turning a rope into a lasso when it's on your belt - it's a neat way to solve the problem of using that rope in crafting or construction.
