Unless Wiki is wrong/outdated, you need Rage to Unlock the Bloodlust maneuver. OP is most likely just conflating the two.
=Root issues=
-Buying Rage affects both PvP and PvE.
-Buying Rage is permanent debuff that can't be gotten rid off without dying, despite this there's zero extra confirmation on purchasing it (the easily overlooked warning text does not count).
=Potential (future) solution=
-Character state/buff that allows aggroing other players is changed to work more like 'Murderous Rage' in that it's not a permanent state, just can't be as easily toggled off.
--Characters in this state/with said buff should have clear indicator. (In a chaotic PvP fight you kind of have to aggro anyone anyway, which made "rageless fighters" viable.)*
--Entering said state/gaining the buff should probably not be "instant cast" because otherwise people would only do that as precursor to aggroing someone (on the extreme end of things, you would have to stand on your HF to toggle it on.)
(*)Something like "can't aggro" is often proposed as part of some kind of "opt-out" or "safeguard" - if you can trick/force others to aggro you first, this restriction is irrelevant and makes Rage even more of a noobtrap.
