writing on linux (pure notepad) will be always less pleasure than visual studio (preferable with resharper - this thing is OP).
resharper is like intelliJ, just doesn't suck. Automatically corrests spelling, sees if you use some references (and adds them).

But yeah this is pretty decent option

from MInGW official DL page
mingw-get-setup.exe at least is clean - checked with different scanners - didn't run install(DL) process initiated by it ....

And if you use a windows on a good enough computer, making a linux virtual machine is a good and flexible option or just a double boot


With a small footstep and well fed one like Ubuntu Mate or Mint you should be fine with dual boot on even not so new Notebooks
