I've got more than a few areas near where I live where a claim extends far beyond what my screen can load. The marker, or any settlements, are out of viewing range. Even while using a custom client to remove the camera borders.

Is this some form of griefing done by quitting players or something?

Either claiming a resource to prevent others from draining said resource to shit or LP banking are two reasons to do that.
