If you feel the need to prevent potential issues of people saying "Hey, I have 30 people who like my idea, so add it NOW!!! /awesomefacewithangryeyes", I guess that works. You could also try giving the community the benefit of the doubt by giving polling privileges to all and then removing the option if you feel it's being abused... in which case you could also have a white list/privileged usergroup for people you feel would poll responsibly (you could ironically decide if they're worthy or not with a poll or something).
If polls are made by request only, there should perhaps be some guidelines to prevent everyone and their cat from saying "my thread is very important and needs a poll".
I don't imagine I'd make many polls, so it doesn't really matter to me. If they exist, I think it should be for the convenience of the developers.
If it were up to me, this section would be more organized with little codes added to each topic after jorb/loftar reads it. For example:
[ B ] - Boring title, didn't read
[ D ] - Denied
[ M ] - Maybe
[ P ] - Planned already
[ S ] - Use the goddamn search function
The important points should be in the first post of the topic so they don't have to waste time reading through topics that get long. A person could edit their first post and topic title with something like [ U ] (Updated) after people contribute to the idea. As I've mentioned before, I think there should also be a sticky containing commonly suggested ideas to prevent weekly repeats.
I think a system like this would be more straightforward and shoot down any hopes people have of rallying support for their cause in some assumption that it will get their idea added.
