Didn't someone once refer to the russians as NPC mobs? They attack everyone that doesn't belong to them and it is impossible to communicate too. Make them look like orcs and we got ourselves a lot of new monsters in the game.

This sounds like a good idea. How would skinning them work?

That was sarcasm, and minecraft was not some game which spawned the indie genre, games similar to this and minecraft have been around for a while.

So essentially it's some attempt at catering to new players who have no reason to do criminal acts themselves, and punishing high end players who are bored and need a timekiller.

Also would their be one entity or would their be multiple "specil enimy thing"s? If there's only one it basically seems like an RNGed way to kill off raiders and fighters, smiting them down one at a time
