Well, the only thing you could do is client-sided. Maybe have an ignore feature that doesn't display any global messages sent by <hearthlingname>. Of course this would affect ALL hearthlings named that. I don't see anything else you could do client-sided, however, because global chat uses actual hearthling's names; and the unique kin and identification system in game makes this a more complicated issue.
Anything else would require some changes to that whole system, to properly implement filters and the like in Global Chat.
A small patch idea could be to disallow sending messages in global chat if you are still in the birth room. This might cut down on some of the doppelganger trolls, as they just make a new orb, set their name to someone in global, troll a bit, then if someone else baits the troll, the troll just changes the orbs name to work the next mark. Not that this would stop them from making completely new hearthlings to troll, of course; but it might increase the investment required for the troll. The one downside to this is a new hearthling can't ask around global for a place to join or to inform the hearthlands of their predecessor's death.
