personally i think claims in general should be totally redone, such as to make them decay and less permanent

I'm still unsure of the value of a mini-claim over a lean-to you're sleeping in? It counts as theft to steal from the lean-to as is, so what's the benefit of having a temporary mini-claim?

drying hides on a frame, I think we've all been in the situation where our first hides were drying and someone showed up...but that 1 thing isn't worth all the drawbacks

A singular structure attached to lean-to permissions would do the trick without causing all of the mess. The lean-to is a surprisingly well done system in my opinion. In other words, just make a new structure that is a leanto and a drying rack combined.
