Not much ...
I meant taking away 1 HHP periodically while conditions are satisfied (i.e. aggroed on a peaceful target).
If the target is good at running away it could cost a perp quite a lot.

No, just let him take some cost.

Edit: Maybe it is enough to make scents last twice as long if the target had no black skills.

But without the ability to get back to your base(hearthfire) exploring at all will be tedious as fuck.

I would rather see fast travel mechanics that do not remove your presence from the game world. Such as map-based waypoints, mounts and/or marching bonuses.

Lacking the ability to instantly exit the game if something happens IRL which require attention sucks as hell.
