You could need some startup materials to start the burn process. (branches, boughs, taproot, nettle.)
The stump fire could have 2 different burn stages. like a initial burn stage and a smolder stage. (Would generate less light in smolder stage.)
Could changes from smolder to burn stage again when some startup materials are added to the smolder stage. (would only make sens if there is some use for the active fire stage, other than more light. Like the ability to also use it for cooking.)
charcoal: I'm not sure if having more ways than one to a resource is really a bad thing. But it could be. (I have no clear point of view in this case.)
Overall ... I personally rather see another alternative camp fire (mentioned in a other topic) as relightable fire.
