Oh, that's a miscommunication. I can see that you could read it that way.
But I did not intend for the buzz move to actually depend on the player having any IP.
The 1 IP drain off the player and the +2 IP gain for the hornet are independent of each other.

If the player has 0 IP, the hornet will still gain +2
