I think ladders give out a 5x5 area of tiles; there are atleast 2 tiles of space between the ladder and the wall. That should be enough as a base, considering if you do need to expand a claim down there, you will have done plenty of excavation if required. The only possible limitation is clearance space for paving to build banners to expand, but do you need paving to build banners? (I know you can build banners on firm land next to water that you otherwise couldn't pave.)

Banners are kind of funny in that way from what I've seen. Some land spaces have to be paved, others can be built on with no preparation.
