When the world is fresh and new it is lawless, but once honourable villages and towns have been established control starts to form. I had some of my stuff stolen at the start of W5, so I spoke to someone I met from a nearby town and he came, could see the scents and identified the thief's hideout, while he wasn't able to do anything about it right then he had identified the "bad guys". This is exactly how I think it should be.
As for caps on unarmed etc, I think thats just wrong. each level costs more than the previous one, perhaps that could be increased once over a certain point, lvl 105 currently costs 10500 lp (105*100), perhaps it should be lvl^2 after lvl100, so 105 would cost 11025 lp, lvl 150 = 22500 not 15000. A real world precedent is that someone who is strong and practices fighting/knows more skills/tactics is going to be better than someone who only knows a bit. Athletes keep pushing themselves to set faster, longer, higher, better records.
I try not to think "realism" belongs in a game, although in HnH it fits better than most. I find a real world precedent makes more sense, then people can understand why something happens.
